can you put gravel on top of this soil?

Yes you should do really as it’s it quite powdery. I’ve got gravel on top mine and helps it stay down better. You can put the soil in a net bag too. It’s basically a mesh bag with a plastic zip. But only fill them half full so you can shape them.

I washed this before it went into my tank will it still be ok?

Prob but you will prob need root tabs in to replace the nutrients absorb by the plants you used before
