Can this be used as a hair oil?

No. It is not an oil and is highly volatile (it evaporates very quickly). You can use it as an ingredient IN hair serum to help distribute oils more evenly through the hair before it itself evaporates.

Is this as good as perfume alcohol?

I don't use this for perfume but I do for fragrances room mists and it works perfectly

What percentage would I use this with fragrance oil to make room sprays and body sprays please?

This depends on the strength of the fragrance oil you are using and sometimes requires a little experiment. As a general rule: Body Mist/Room Spray use 5% fragrance oil

Brilliant.

Ordered this so I could mix with some argon oil to make my own lighter spritzing spray for wet or dry hair. This base oil works very well. No fragrance, so was great for adding your own fragrance. Totally non-greasy, and mixed very well with the argon oil which was a bit too concentrated on its own. I was even able to use the same mixture on my skin which left it lovely and soft and completely non-greasy. Was so good I immediately ordered some more.
