the 3 positions are as follows high 0.46 amps / 51 watts medium 0.37 amps / 44 watts low 0.32 amps / 39 watts

Q: Does this fan have metal blades

No. All plastic. All exposed parts are plastic except the front guard (grill?) which is metal.

Q: Once the fan is hung high on a wall, can it then be moved down or does it only below "straight" across?

The fan can be tilted downward. I have my fan attached to the wall at about 74 inches, and tilted downward so that the air blows across the bed. My ceilings were too low for a ceiling fan, so this is my alternative. It works very well.

Q: Does this fan oscillate in a figure 8 pattern?

No side to side its a well made fan never I've never seen a figure 8 fan
