No!! I bought 1 in October last year, used it in heavy rain once to protect my garage, dried it flat outside on warm, dry days, laid out in garage in case I need it again... whatever is inside has clumped and disintegrated.. rather pricey for 1 use!!

No. The water will seep through the gravel underneath. You will need to scrape the gravel away till you get to something solid.

should you activate before a thunder storm warning or take the chance that it is not activated inside a garage as it takes too long to swell ?

It’s designed to activate on contact with water and can be left in position for months . From experience it activates quite quickly and evenly . Even if water only hits one part . The only situation I would pre activate for would be if you are expecting a mass of water all at once in that situation it would not activate fast enough
