I would like to purchase two of these to attach together to have swivel/lock casters and feet at both ends. Is this likely possibe?

It would be possible but this base does not have swivel lock casters. The levers lift the casters up so frame rests on feet instead of caster. The casters do not lock.

Will this fit thepowertec ut1002 stand? apparently not

I believe that your stand is 32-inches X 22-inches so this base will easily fit your Powertec UL1002 stand. The specs say it will fit up to a 35.4-inch square stand.

will this work with a wen lathe stand?

If the stand is within dimensions listed and weight limits it should work. I've seen videos on YouTube using a Wen workbench caster kit and 2X4s to make a mobile base for a wood lathe stand. I've a few machines mounted on the base your asking about, and they work well. However, I've have decided to go with the workbench kit for my wood lathe stand because it's a little over 4 feet long and I think it will be a better fit. Hope this helps.
