I need to make a fleece and jumper waterproof (long story). Will this product work on clothing not designed to be outerwear/waterproof?

Nothing will make either of those waterproof

Does this work on walking boots/ shoes?

I use a shoe proofer spray-as I don't wash walking shoes. Also nothing in its features that indicate you could use it for shoes/ boots

How much do i use for garment size like the Freezestyle Ski Jacket?

According to the instructions you should use 2 measures per garment. However I did this with only one jacket per wash and it wasn't water proof so I repeated the process with 3 measures and tumble dried, and ironed (on appropriate settings plus the coats laundry label said to tumble dry and iron). One of my coats is great and worked well however another I washed following the same process and it is not as good. You have to decide if it is worth doing. Hope this helps

Is this heat activated?

The instructions say follow garment care directions.wash 30-40degree wash & rinse cycle then tumble dry -for best proofing- can also dry in airing cupboard or ironing. So it does sound as though heat is needed for best results.
