Does this belt come with spring attached?

Yes it does but the annoying thing is these don’t last long at all and it’s going to need replacing every year or 2 depending how often you use the machine. RIP off

how do you fit a new tension belt

It can just about be done without taking the plastic covers off (lots of screws), but if you have to remove them, do so. Tip the bike up so it's leaning on the saddle and the back base, better upside down if convenient. Now, slacken off the belt at the "buckle" below the handlebars, and wind off any tension. Follow the belt around under the bike to where the metal fitting on one end fits onto what looks a bit like a bicycle brake cable nipple. You have to unclip this-fiddly-and fit the replacement. This is here you can need to take those side covers off. When this is attached, and you may need a screwdriver to open up the spring clip, you then need to remove the old belt completely from its other end, noting how it goes in, fit the new belt that end, with the felt against the wheel and pull it till it's not slack but not tight. At this point, if you've got the covers off, it's a good idea to check and adjust the true running of the wheel and lubricate its bearings. Turn the bike the right way up and test ride. You'll now need to wind on your preferred tension. It isn't difficult, but the spring clip fitting is fiddly. Hope this helps.
