Hydrate 80 is a paint on product that stabilises rust. Great for treating rusty body panels and larger components. 
Detox C is a powder that you mix with water to form a solution. You then immerse the rusted part into the solution. The rust is removed and a stable coating left. Excellent for rusty tools and small parts.

I don't know. I looked into this as a rust cure for the inside of a hatchback door. I removed heavy rust with a wire brush and gel ox. I used hydrate 80 on the remaining surface, two coats. Next I applied red oxide primer (as I had an old tin) then the wax spray from bilt hamber. that was 6 months ago. all on internal panels. the received wisdom from other posters on car 'rebuilding' sites is to literally cut out any true 'corrosion' and then weld in new panels. the rust converter products treat mild surface rust well but need further paint coatings to prevent more rust. I believe but have not tried, that etch primers are used next to give a good key for cosmetic finishes. Professional finishers grind all rust away then use etch primer then etch filler as needed then paint. I would say the rust converters slow down or postpone further corrosion. Removing as much of the old rust as possible first really helps. I think coatings have moved on since cellulose paints and better technology exists unless you have to use cellulose paint. I am happy with the product for the use I had for it.

Can this be used on any metal surface  such as a fence

Absolutely. If the fence is cast iron or steel then  give it a good wire brush to remove loose paint, rust etc and give it two coats of the product. The converted rust will have a hard black finish that is very stable without any further paint. 
It is a brilliant product!

What size area will this bottle cover?

According to Bilt Hamber the coverage of Hydrate 80 is 8-10 square metres per litre - so the 500ml bottle should cover 4-5 square metres.

You use it sparingly, and ideally you apply with a brush in two coats (painting in two directions - 1st coat one way, the second coat at 90 degrees to the first). It's quite runny so I use a small brush and work it into the rust pores spreading it around - it reacts with the rust and goes off quite quickly so you can do the second coat after about 30 minutes.

Don't sand it once it's dry or you will damage the protective barrier - you can prime and paint it if you like or just leave it, it turns into a dark smooth finish.
