How do you open this? I got the twist cap off but there’s another seal.

I used an ice pick to punch the inner seal and left a raised spot that I used Needle point plyers to pull it out.

Is this chemical safe? Is it toxic carcinogen ?

Not sure what you want it to be safe from? I use it to remove lacquer/clean photographs. I wouldn’t eat it but I don’t wear gloves when I use it.
