Am I being stupid?** A: Hello! No you're not being stupid. We found the same thing. There is no zero calibration on the refractometer readings, so means of calibrating it. We believe the wrong manual is being provided with the equipment and that the refractometer itself is already calibrated. We tested it on other honeys we knew to be below the moisture level and got exactly the readings we expected. So, we are just using it as it is and taking the readings it offers.
