Can this be used on the insde of a motorcycles gas tank?

No, I think. There are other special coatings made for that specific application.

can it be used on bare metal or does the metal need to be etch primed first?

It is recommended that it be applied directly on bare metal. I used a wire brush attachment on a drill to remove as much of the rust off as possible, then painted directly on the metal.

I can remove the rust, from my table saw. I want prevent it from rusting again.

If you can remove all the rust. Then I would remove all of it clean it good and use a self etch primer and oil base paint. I wasn’t happy with Smaphy’s product. I followed their half as directions and it never cured.

Is this heat resistant and can it be used on engine components?

The heat resistance of this product is about 400 degrees.
