are there any plastic parts that come in touch with the boiling water?

Yes, water boils out of the holes in the top and onto the plastic lid. There is a drainage hole in the base specifically because of the boil-over problem, and boiling water comes in contact with the plastic/silicone base but hasn't broken the electronics yet.

it does NOT hold 1 liter. more like 900ml

What are the dimensions of the kettle and base. Want to make sure it fits in a small area of my kitchen

The base is a 6” square. The total height with the kettle sittin g on it is almost 8”. The width from the widest part of the gooseneck spout to the end of the handle on the other side is 11”.
