When used to fix a garland to a stair bannister is it best to have the Garland inside or on the outside of the bannister?

I would have the tie on the insides of the bannister as when it's time to remove it's easily visible. As the Garland would be situated on the outside.

Is each tie actually 30cm long? I have noticed a few reviews saying they are a bit too short and barely go round the bannister?

They are 30cm they don't go round my bannister but if you have verticle spindles they might you could tie two together it all depends how strong you need it. I used them for tying bell decorations on to a garland
