Can I use this to convert a (usb video) signal from my pc tower to a vga monitor? Or do I need a DVI to USB convertor.

If all you want to do is connect a single monitor then this isn't your solution - far too expensive! You only need a USB to DVI (or whatever format) socket convertor - just be sure you check whether you need male or female ends. If you want to hook up two monitors then this may be worth it but you need to check what convertors come in the box as you may need additional ones if you have two VGA monitors, from memory. My Targus no longer works so I can't look at it to answer you I'm afraid.

How do you connect the dock to the laptop?

I think with an USB cable. One side is USB A and the other USB B. This cable should be included in the box.
