Q: is this 0.4 tip size,please ?

I don't know there seems to be no actual size on the pen but it writes thinner than a 0.5.There is a reference saying BL-G04-BWhether that means 0.4 I can't help, but it's a good one.

Yes it will all run away. You're better off with a drawing pen with archival ink such as Pigma or Copic.
