If it's outdoor,direct sunlight maybe have an effect,thanks!

Q: how long does it take for this to respond?

The reflected light depends on the surface it is being transmitted to for the distance, white fully reflective. Black almost no reflection. The response time when signal reflected almost instantaneous.
