what lux setting do people use for front of house

Depends entirely on when you want your lights to come on. When you have decided how dark you want it to be, adjust the lux setting so that it activates. You may need to adjust a few times to get the setting that suits you.

Is there a maximum wattage for this PEC?

The instruction leaflet states 10amp I would keep it less than that but that's my opinion as an electrical engineer.

Will it work on 60hz frequency?

The spec says 50Hz but I doubt it uses the mains frequency for timing, that's a bit old technology. I'd chance it. As long as the voltage is right it will run a bit fast, so check it after an hour. Otherwise surely they sell the same thing in the US or even Japan where you would find one spec'd for 60Hz. Everyone thinks mine is an intruder alarm, it just stops the outside lights coming on untill they are needed, but the time switch turns them off at midnight whatever.

Replacing a sensor with 3 terminals/wires: live (brown), neutral (blue), load out (green/yellow). this has 4 - does neutral out have to be wired?

Don't really understand the question, but 'neutral' would always have to be 'wired' or else you would not have a 'circuit' - It is 'Earth' that is often not required when say 'the Unit' is all plastic. As I recall (it's a few years ago now), this Unit had 'in' which was brown (positive) & blue (neutral) & 2 'out terminals' (positive & negative)....
