I think these are more suited to internal doors unless you have a particularly sheltered external door.

Q: Can this be installed on a glass door from the inside with some 2 sided foam tape that allows it to be seen from outside but controlled from inside?

No this is stuck to the door on the back of it and then you slide the black piece from left to right over the open and closed.

Q: Can command strips adhere to the back of this item so it can be stuck to a wall?

Yes I think it would as with this item it is just stuck onto the door
