Will the 25mm pipe fit onto a 28mm fitting?

Probably not.... I'd get a larger pipe as they don't stretch wider due to the spiral of wire .

with an inside diameter of 40mm can anyone tell me what the outside dia is please ?

I can't say for definite as the pipe I used is 25mm ID. But wall thickness is approx 5mm so the OD of a 40mm pipe is likely to be around 50mm.

How does it do under heat? Near the engine of a car?

I'm sorry, I don't know. I have not used it under these conditions. I imagine it might survive in under-bonnet locations, but being plastic it would make sense to keep it well away from extreme heat sources. Best check with the vendor before buying.
