You should be able to tell based on the resistance on if you're over-tightening. **Q: How long are the bolts that come with these? Can longer ones be used instead?** A: The bolts provided are more than long enough for most apps, about 2in. Longer ones could be used if size and threads are matched. **Q: Are washers necessary for these toggle bolts for mounting or should I use 1/4" washers?** A: I did not use washers. **Q: Will these rust? I am thinking of possibly using them to mount pad eyes on my kayak (for a new seat).** A: They are mostly plastic but the bolt and cross bar are metal.
