Was planning to put down grass seed when our foster pup got tapeworms (yuck!) Should we hold off on seeding + put down nematodes first? Or visa versa

You can do both simultaneously. Keeping the seeds moist is also good for the nematodes. Neither hurts the other.

Will this product work in southern Louisiana? If yes, what month is the best to release them?

Spring. The ground must be moist so the can burrow down. They are so micro that they just look like a spoonful of powder. But they work well. Just keep the ground moist for a couple weeks. My yard was infested with fleas, dogs couldn't go out. Within a week it was fine.

can i put this in my rock beds in my pool area?

Yes you can. Keeps away soil based insects. Not a flea seen since we began using it. Spray once a year after frost season.

does this work on flies

Going to find out if it works on what I call beer gnats that have invade our raised bed planter; the bug zapper can't keep up. Don't know about flies since they tend to lay their larvae in rotting matter.
