The description above states a width of 15.8 but below it says it is 17.5. I have to know the exact measurement. Which is correct?

Exactly how long a brush fits in here?

In the top compartment and on the pull out folding shelves you can fit a 13.25 inch brush. A bit longer if you go diagonally. In the bottom you could fit a 15 inch brush diagonally or 14 inches straight. It's a great box. I doubt you will be disappointed.

8-1/2 x 11 paper... could you store any paper in the box?

It'd be too small, I think. It's not wide enough to accommodate that size paper unless you rolled it up. I tested it with a piece of printer paper and I had to kind of fold it over to get it to fit.
