I thought this product came in size 7 - 13. Size 7 - 12 is too small. What happened?

It can be cut to fit sizes 7 to 12, as stated in the title and description.

Do you have any explanation for why the Nikken magnets work well for my lower back pain, but not for the discomfort in my feet?

The Nikken insoles rocked our world when we first added them to our shoes in 2012. We recently also added the Agiliti3 orthotics https://www.agiliti3.com/ which took us to a whole new level of comfort and functionality in feet, knees, hips, and back! These patented orthotics enable the feet, unlike every other arch support on the market which disable the feet.

Can they be returned even after cutting

I doubt any product can be returned altered or changed. Ask the seller to be sure.
