If your child has a significant LLD( Limb length discrepancy) I ( as a podiatrist) recommend that you see a podiatrist who specializes in orthotics. Don’t try to treat yourself.... just my professional opinion.

Can these be used for toddler age 4?q

Probably. They are pretty narrow and should fit in the shoe but would be incredibly uncomfortable for a toddler. It’s like waking in heels.
