Can you use either the midi in or midi out?

Yes you can, but keep in mind that the cords for this usb device appear to be labeled backwards, BUT they are actually the correct way. MIDI in should connect to midi out on the synthesiser because it is coming out of the synth and IN to the cable. Common misunderstanding when working with midi devices.

It doesn't need any MIDI power, just plug and use.

It's designed to go the other way and it works great for that but it may work with that configuration as well.
