is this jacket good for single digit temperatures?

I wore mine last week when it was 9 degrees Fahrenheit with a heavy sweater underneath and I was warm enough. I'm surprise by how warm this coat is given how light it feels.

I have long arms. What length are the sleeves on a size 12? Some jackets I've seen have shorter sleeves.
