No u dont not have to use a base or a primer before the glue u can if u like to make sure it stays extremely secure nut I tried it with base and primer and glue and woth just the glue it self and it works the same the glue is actually good glue it helps keep my gems glued on my face for 5 days when I use it and you use a regular eyeshadow brush to apply the glitter but I did my brush in vaseline just a little so when i put it in the glitter it sticks onto the brush plus the vaseline helps protect your eyelids for the itching of the glue of it irritates your skin for some people overall it works excellent I recommend you buy this I love it!
