They are sealed so expect a shelf life of a few years.

How many oz for 26 gal fuel tank

Each of these bottles treat 30 gallons. The approximate dosage is 1 ounce for every four gallons. If your fill up is about 16 gallons put in 4 ounces (1/2 bottle). If your fill up is 20 gallons put in 5 ounces. Basically take the gallons added to the tank and divide by 4. Round up or down to the nearest ounce.

Is this also an anti gel?

Yes, it includes Cold Weather Protection – improves diesel pour point up to 40°F (22°C), and cold filter plug point by up to 25°F (13°C), depending on base fuel

Should I had it to my empty tank, then fill it with fuel, or fill first, then dump in the bottle?

I pump a few gallons in if empty (which I don't recommend for fuel system health) them complete the fill up with diesel fuel.
