Perhaps not for younger toddlers
The toy came kind of dirty (brown marks on it). I scrubbed it clean and it was fine. It works as expected; it squirts water, and the winding mechanism works to propel it forward in water. My 15 month old tried to touch the rotating propeller, and it hurts a little when you do that (nothing dangerous). He started crying and didn't want to see it again. I'll bring it out when he's a little older.
