Will this fit an Arcadia fixture?

as long as its a T5 and the measurements are the same it should...... i bought a generic T5 fixture and replaced the bulb with this and had no issues

should this be mounted under the screen or sit above the screen in an 18" high Bearded Dragon tank?

No other way buddy. If it ain't enough, you may need a two bulb fixture to sit onto of the screen. Unless you trust the dragon won't fly out of the aquarium or the light possibly fall in.. Always stay safe and protect us what the screen does..
