Q: Will this stand up in the snow?

I doubt it. I live down in the desert in CA. Had this a month. And its already falling apart. Plus the shelves are very thin metal. Can hold plant starts. Not plants.

Q: Would this work with out the shelves ,for my tomato plant?

The shelves do help stabilize this unit. We actually zip tied ours to frame. You could set it over your plant or just put pots on lower shelving unit. Good luck.

Q: Does this have to be hammered into the ground or will it work on an apartment balcony?

It will work. I have had it on a balcony for a mobile home trailer that was barely 5 feet wide. My recent one is currently in my living room with a drip pan under it because I have no other safe spot to put it. It does NOT have to be hammered into the ground at all.

Q: I wasn’t sent the cover or the top peak of the green house. I can’t find the seller info?
