This doesn’t record video or take pictures. Why does it say that it does??

Because they either made a mistake or are trying to scam us. It says it is capable of "Video and photo recording" in no less than 3 places for the models that don't have that feature.

is it broke? it clicks you cant see then go to look again and there is overlapped image of what u were looking at never goes away

Mine clicks as well and so do all the others I have used from pulsar. I beleive it’s just the focus re adjusting to pixels, I can’t speak to the exacts reason why . Mine clears back up after about after a second or so every so often. But that’s normal
