Q: Can it be used on 9’-10’ run for 4 sets of 5630 LEDs of a 12volt 200 watt 16.5 amp power supply?

The voltage loss is more about the load than the power supply, but to simply answer the question, you are about 4.5 amps per 16' strip so probably close to maxing out the power supply though these wires will handle your short run no problem. It's better to have bigger wire with less resistance allowing more power to flow thru to the light. May want to get a larger amp PS though as you could be maxing it out.

It has markings on it as shown in the picture.

Q: Can I bury this cable?

You can but unless it is in a conduit then you might be replacing it much sooner than a cable designed for direct burial.

It is white with the relevant wire information printed every foot or so
