If I get this item Do I need fp3?

If you have a good free flow exhaust and this k&n setup I recommend having one so you don't risk leaning out your bike. Otherwise if all you do is change the filter and housing then, no.

Does this affect riding leg position?

Yes and no. My leg rests up against it while I ride vs the stock one. But you don’t even notice it. That’s on a 05 Electra glide.

Is there a rain sock for it?

No K&N does not make a rain sock for this intake.
