A couple of bios gyrations later, where I disabled CSM and reinstalled the secure boot factory key defaults, I was able to confirm the presence of TPM 2.0 on this old legacy system as well as secure boot. This was definitely not "plug and play" however that was not expected. The module works, PC health check now reports that the only thing missing for Win 11, as expected, is a non-supported processor the venerable 4790K.
