Get an all weather AC or microwave if you're looking for something to maintain temperature automatically, you'll have to have a thermostat and connect that to on-off plug somehow to maintain a temperature and even then it all depends on outside temperature, insulation and all things.

Is this heat 150 sqft room with this bulb

What differs is how you get heat, in case of this lamp you get heat like how sun heats you, heat rays, in blower you get warm air, in typical heater you get short range heat radiation, so for 150ft room it all depends on where your ceiling is, where you want the heat and what angle you're keeping the bulb at, always remember to keep ceramic holder for it.

Don't look into the bulb and you'll be okay, infrared is heat waves, you can't see infrared.
