1.3 - 3.3 lbs in correct. Are you looking for a unit that can handle 7 lbs check out the SA-2207.

The tension is constant as long as it falls with the weight of the spring balancer. When purchasing, make sure your tool’s weight falls within the weight capacity of the balancer

Q: Does this tool have cable lock, so the length can locked to a adjustable hang length, and then released by pulling slightly to release the lock?

Hi Joe, No there is no lock. It does have a tension screw that will allow you to adjust the tension on the line so that tool can be put at any height and remain there.
