Both of mine were made in China, mine are the smaller ones that I use to power a camera that won't draw enough current to keep other batteries from shutting down.

Can you connect 2 units together for double the charge ?

Hello - if you mean double the capacity, we would suggest using the V50 - https://www.amazon.com/Voltaic-Systems-Always-External-Battery/dp/B00XZ7YU4M/ If you mean double the current (4A), it is possible with something like this "splitter" cable - https://www.amazon.com/HIGHROCK-Enhancer-Female-Charge-Extension/dp/B00NIGO4NM/r

How do you know when it's fully charged ?

If connected to a power source like USB or a 5 or 6 Volt solar panel, the lights will blink when charging. When fully charged, all 4 LEDs will turn solid.

Can I plug in into a wall outlet & keep drawing power from it always? I do not have any solar need. Any other product recommendation for my purposes?

Yes, the V25 has "pass through charging." It can accept a full charge and discharge at the full rate at the same time. If your power shuts off, there is no lag in power to your device. Customers do use it as a UPS.
