Q: What’s the Difference between this and same brand 2 point buckle lead at 9.99

The only difference I can see is the carabineer. Our dog isn't patient enough to wait for you to untwist the 9.99 version. Also hasn't chewed through this one.

I’m not quite sure what you mean but here is what I know. The belt is just over 28” (73cm) long I clip mine in the boot hook and it’s plenty. Alternatively you can clip it straight on the seatbelt using the seatbelt attachment on the lead or on the headrest using the hook. I hope this helps

Q: Which harness would you recommend to be used in conjunction with this for a small dog

The only harnesses that are safe in a car accident are those certified "Crash tested" and more importantly "Crash test passed". There are only 2 or 3 on the market (google crash tested and crash test passed dog car harnesses). An ordinary harness is not designed to withstand a vehicle accident and could fail to protect your dog or cause serious injury. Same with car tethers/seat belts/lead attachments. They are actually only designed to restrain the dog from climbing into the driver's lap and causing an accident via distraction (this is the only requirment of UK law. The law doesn't care about saving your dog's life sadly). They are not Crash tested or designed to protect the dog in an accident the way a human seat belt is. I am yet to find and Crash tested and crash test passed certified dog seat belt unfortunately.

Q: Can my dog lay down properly with this.

I have two of these for both our cars. The dogs can lay down on the back seat on the hammock cover, and this seat belt prevents them from moving around too much. We found it beneficial to adjust the length.
