It can. But since glue dots are weak you will have to use multiple dots to make ballons stick together.

See...it's double side tap...if onetimes it chipak not easy to remove...you have to heatip to remove it

How to remove them after usr?

Roll it from a side or if you have hair dryer blow hot air and it can be removed easily.
