Q: Does it have a sleeve that fits over extended handle of a suitcase

Not certain what you mean by sleeve, but it doesn't have anything like that. But you can fit it over an extended suitcase handle using the duffel's shoulder strap. The bag itself is very lite, so should sit comfortably on your suitcase.

Q: Is this bag lockable at all? It looks like the zip pulls are at opposite ends when the bag is closed and don't have metal tags for a mini padlock etc.
