can I use this to tie a cable that is plugged to power?

Yes. I have all my cords tied with these and plugged in. I haven't had a problem yet. I love them. They're great for traveling as well. Hope this helped

Do these hold much weight? Competitors show holding up a jug of milk. Thx

I can't imagine holding a gallon milk jug, maybe a pint. What a silly question...
