Is this permanent once applied or does it require reapplication?

I applied about 1 year ago and still the same when first day applied

Does this ruin the quartz countertop? I’m nervous to use it, but my quart is so dull

Instruction is not clear how to apply & polish the surface. Is any one have a detailed how to do such as using buffer machine?
