Once the fur is shaved the first time that will be it or is there a way to put back so the kid can play with it again?

The fur can only be shaved off once, but there's lots of other ways to play with your Scruff-A-Luv once you've shaved it

Does the top hair come off if shaved?

The shaver is really just a vibrating plastic toy, not really a true shaver. The hair on the top doesn’t come off. But be warned it may not be as fluffy or cute as the video! Lol but my daughter loved hers so there is that

Can this thing actually be washed in water?

I'm not sure as it was a gift for my daughter. She loves it though.
