Does it come with the hose clamps? If so, how many clamps does it come with?

It came with 4 hose clamps, 2 smaller and 2 bigger. I needed the bigger ones since my downtube is fat.

will it mount on a square tube?

The plate is a flat base that can be attached to directly to bottle eyelets or on the tubes of a bike using the clamps provided, it works on rounded tubes, there's no reason why it shouldn't work even better on a flat surface!

Does it fit hailong 48v 18ah?

It does, I mounted my battery to the outside not the inside of the downtube because of the shock absorber is in the way, requiring two more velcro straps around the battery and downtube so I won't lose the battery over rough terrain.
