Q: Will regular road bikes with narrower tires work on this rack?

Of course this is a great rack. I personally have a ebike and a mountain bike that both have 2.5 inch wide tires but I've hauled a friends road bike and there's no movement or bouncing. To whom it may concern this is a yes or no question. Might or might not doesn't work for this question. If you haven't hauled a road bike then please don't guess.

Q: Will this car bike rack rust?

I have no idea, but you can buy a Hiroumer bike cover which will protect your bike and your car bike rack well.

Q: Will this rack work with a step-thru bike?

It should work. You have two hold-downs - one is for a tall bar and the other is for a short bar. The tall bar hold-down is the locking one, but you still use it to lock down the short bar. The rack works great for my mountain ebike which weights in at about fifty pounds. The rack has very little wobble and is very secure. In addition to the bar hold-down lock, there is a lock for the rack at the hitch.
