Q: What is the inside dial for?

The small sub-dial is the continuously running seconds hand. The large red hand measures the current 24 hour time. The small hours hand indicates the same hours in conventional AM/PM time. For example, at midnight both hours hand will point straight up, indicating zero hours for the red hand, 12 midnight for the small hours hand. At noon the red hand will point at what is normally the six o'clock position while the small hours hand will again point at the 12 o'clock position. The red hors hand rotates one around the dial per day while the small hours hand rotates twice. That's it! This is not a true GMT watch. The red hand can not be independently set. To track a second time zone rotate the outer bezel To compensate for the time difference in hours. For example I'm in NY. During standard time there is a five hour difference from GMT. To track GMT rotate the outer bezel so the 5 is above the inner 12 and read GMT with the red hand against the outer rotating bezel. This is a nice time piece, and mine is very accurate, to +2 seconds pre day. I do recommend it, but it is not a true GMT watch. ps. If you have never owned a Vostok watch, when you unscrew the crown an pull out the stem to set it, you will notice it's very wobbly, that's normal. They're all that way and Vostok even calls it a trademark feature to indicate it authenticity.
