Do you need to apply a poly topcoat after staining?

Depends on what the item is and how it will be used. A cabinet (except the top) may be fine, but the top or other heavy use items would need the protection of a top coat.

How’s long does this need to dry/set before one can sit on furniture after it is stained?

It’s dry after 10 minutes but maybe give it an hour to be safe

My cabinets are a little scratched also, will this cover also a few scratches? I was thinking about getting the walnut color.

As long as the scratches aren’t too deep, I think it will. I used a bit on my hardwood floor and it helped.

Can you paint a stair case outdoors with it?

It should go on bare wood not a painted surface.
