Is the metal stem removable? I need to replace only the wheel part.

I don't think you can remove the metal stem. It's all one piece.

Does this have an annoying brake like the original ikea wheels?

No. That's the main reason I bought these wheels. After replacing the IKEA wheels, I can now roll the chair around without having to sit in it. These are very nice wheels.
