It depends on the angle of your lights hitting the boards in relation to the camera position. The angle of incidence is equal to the angle of reflectance.

Q: How to get the paper to lay flat?

Highly suggest placing them in between your bed mattresses or sofa seat cushions because they are so large. I did that and they flattened out much more after a week or two. If you can’t wait, you can also get clamps with rubberized covered ends and clamp each end to thick foam core board, that will helps!

Q: Does anyone have a suggested mounting solution for these rolled up backgrounds?

I had the same issue, thinking they were hardback. Had to clip them on foamcore boards.

Q: Is it possible to fold them? For example, to carry in a bag pack?

These are flexible, though I would not fold them to prevent creasing, however, they can easily be rolled up.
